How do restaurants really deal with non-paying customers?

Cartoon characters always end up doing the dishes, but in real life and you forgot cash or your card was declined or the like, what happens then? I’m entertaining the notion that the restaurant can simply send you a bill in the mail, but this neither seems likely nor reliable.

I’ve worked in a few restaurants, and we always called the police. Tried to handle it quietly and discreetly, but definitely had them come take care of it. Technically, it is stealing.
